This office collaborates with all divisions, including Teaching, Learning and Student Success, Student Affairs, Facilities, Public Safety, Athletics, the Wellness and Mental Health Center, Disability Support Services (DSS), Procurement and Finance, to promote a culture of safety, preparedness, accountability, and resilience.

Enterprise Risk Management

Overview and Report

Enterprise Risk Management at PGCC is a collaborative effort involving leadership, administrative departments, and operational units across the College. Through this process, the College seeks to promote transparency, strengthen internal controls, and ensure that potential risks are addressed in a coordinated and strategic manner.

Core Functions and Services

Traditional Risk Management
  • Risk identification and assessment: Enterprise and operational risk reviews, hazard analysis, risk registers.
  • Loss prevention and safety programs: Policies, procedures, inspections, and safety training to reduce injuries, losses, and downtime.
  • Compliance monitoring: Alignment with OSHA/MOSH, NFPA, EPA, ADA/Section 504, COMAR, and Maryland building and fire codes.
  • Program audits: Evaluation of department processes and activities for exposure to liability, property damage, operational risks, and enterprise-level concerns.
Insurance and Risk Transfer

PGCC maintains protection through a combination of self-insurance programs and commercially purchased coverage. Oversight includes:

  • Property, auto, and general liability coverage.
  • Speciality and unique operational exposures.
  • Insurance certificate and endorsement review.
  • Contractual risk transfer and indemnification guidance.
  • Vendor, contractor, and event insurance verification.

  • Continuity of operations planning (COOP).
  • Emergency response and recovery coordination.
  • Support for institutional resilience and disruption planning.
Data, Analytics, and Reporting
  • Trend analysis, dashboards, and incident patterns.
  • Recommendations to inform strategy, resources, and prevention priorities.
Risk Governance at PGCC
  • Sponsorship and Reporting: The Office of Risk Management and Insurance reports within the Office of Policy and General Counsel.
  • Collaboration: Strong partnerships across Facilities, Public Safety, Athletics, academic units, Student Affairs, DSS, and administrative divisions.
  • Committees and Councils: Participation in ERM initiatives, safety committees, and institutional planning groups.

Youth and Camp Programs

Includes screening, supervision standards, training, waivers, and insurance verification.

Travel and Field Activities

Includes domestic and international travel registration, trip leader guidance, and emergency readiness.

Special Events and Facilities Rentals

Includes certificate of insurance review, endorsements, hold-harmless language, and safety assessments.

Laboratories and Technical Spaces

Includes chemical hygiene, PPE, machine guarding, electrical, and confined-space safety.

Athletics and Recreation

Includes facility checks, participant waivers, and environmental exposure controls (including heat and cold stress).

First Incident Reporting

Claims Overview

  • Property: Buildings, contents, equipment
  • General liability: Third-party injury or property damage
  • Auto: PGCC-owned, hired, and non-owned vehicles
  • Workers' compensation: Employee injury or illness coordination with ECT
  • Student and visitor incidents: Intake and processing per the College's protocols

Training and Resources

  • OSHA/MOSH awareness (HazCom, PPE, LOTO awareness, blood-borne pathogens).
  • Role-specific modules for labs, shops, facilities, athletics, and events.
  • Toolkits for incident reporting guides, risk assessment templates, event safety checklists, and COI templates.
  • Regular advisors and policy updates.
